Obama signs technology access bill for disabled

Oct. 8: President Obama signs the 21st Century Communications and Video Accessibility Act, a law which will bring closed captioning and descriptions to programming on the Internet, allowing deaf or visually impaired people to watch videos online. (NBC News)Blind and deaf people soon will be able to more easily use smart phones, the Internet and other technologies that have become staples of life and the workplace.
